• Provide adequate access to arterial streets, shopping <br />facilities, schools, employment centers, and other services. <br />• Development shall not be permitted in natural hazard areas <br />unless proper on-site improvements are provided. <br />• Development shall be located in areas where public utilities <br />can be economically provided at a level of adequate to meet <br />the demand for the concentrated service. <br />• Recreational area and/or facilities shall be considered in <br />multiple residential development. <br />Further, the overall project is consistent with the policies of the <br />Land Use element portion of the General Plan. These include: <br />• Designate and allocate land uses in appropriate proportions <br />and mix and in keeping with the social, cultural and physical <br />environments of the County <br />• The County shall encourage the development and <br />maintenance of communities meeting the needs of its <br />residents in balance with the physical and social <br />environment <br />• Zoning requests shall be reviewed with respect to General <br />Plan designation, district goals, regional plans, State Land <br />Use District, compatibility with adjacent zoned uses, <br />availability of public services and utilities,' access, and public <br />need <br />• The county shall encourage the development and <br />Maintenance of communities meeting the needs of its <br />residents in balance with the physical and social <br />environment <br />The project intends to be energy conscious through the use and/or <br />encouragement of solar energy and design features to take <br />advantage_ of wind patterns. <br />Maintaining and improving the quality of the environment is <br />important to the success of this project. The General Plan identifies <br />five (5) areas of environmental concerns - air pollution, water <br />quality, soil pollution, solid waste disposal, and noise pollution. As <br />proposed, the project would not be violative of any of those <br />objectives. <br />24 <br />
