Aside from vehicular transmission, air pollution associated with the <br />project should be negligible. All wastewater systems would be <br />disposed off in the County's system along Kuakini Highway. This <br />should be sufficient to address any potential groundwater or coastal <br />water impacts. <br />As required, a solid waste management plan will be prepared and <br />implemented. As a commercial project, there will be noise <br />associated with vehicles and some use. Nonetheless, they will be <br />governed by the State Department of Health's Noise Regulations. <br />it should not be a noisy one. Any noise -generating facility - such as <br />air conditioners - would be carefully placed to minimize their noise <br />impacts to adjoining properties. <br />Further, while the site has some on-site developmental constraints, <br />they are not insurmountable. For the most part, the site is <br />designated "X" on the FIRM map, and any activities within the "AU <br />area will be drainage -related and pursuant to County and Federal <br />requirements. While there are two possible burials on the site, their <br />locations are such that they would not restrict the development of <br />this project. It should be noted that the existing conditions, such as <br />Conditions M, N, and O, already address this matter. <br />Being partially disturbed and within an urban environment, the <br />prospects of the site serving as a habitat for rare or endangered <br />plant or animal life appear remote. Although there may be a <br />potential for some endemic birds to visit this area, the development <br />of this site would not remove a critical habitat. Then, too, there are <br />alternative areas that would be more suitable for any habitats. <br />An Archaeological Inventory Survey (AIS) -was prepared for a 65 - <br />acre area, of which the subject site is a part of. Relative to the <br />subject site, the approved AIS noted that there were two (2) burials <br />adjacent to the site of the proposed rental housing. The proposed <br />buffer of a possible ceremonial site is situated on the subject site <br />though. All of these features are generally noted in the project's <br />site plan. <br />Furthermore, if there are inadvertent archaeological features found <br />on the site, work will stop and the State DLNR and County Planning <br />Department will be consulted before further activities occur within <br />the affected area. All of these protective archaeological and cultural <br />protocols are already embodied in Conditions T and U. <br />The Plan also emphasizes that developments be mindful of an <br />area's natural beauty.
