developed in a manner where it blends with the existing terrain and <br />enhances the natural environment through the introduction of <br />landscaping. <br />Although the project site is in excess of 800 feet from the ocean, it <br />is also separated by other developments from the ocean. As such, <br />some of the usual coastal resources concern would not be <br />pronounced. There will be no interference with shoreline access. <br />Then, too, by hooking up into the County's wastewater system, <br />impacts to the coastal water should be minimized. <br />There will be little impact to public facilities. The water system will <br />be developed in a manner meeting with the requirements of the <br />DWS. All required off-site improvements will be constructed by the <br />applicant. Schools and other public facilities are also located <br />proximate to the site, most of them being less than five (5) miles <br />away. Additionally, the applicant is prepared to dedicate 5 acres of <br />land for a school site. <br />Another major infrastructure issue relates to traffic and road <br />improvements. Inasmuch as the project will generate in excess of <br />50 AM/PM peak movements, a TIAR is required per the <br />concurrency provision of the Zoning Code. <br />In that regard, an updated TZAR, dated October 3, 2019, was <br />prepared by The Traffic Management Consultant and found in its <br />entirety in Exhibit D. <br />In reviewing the subject project in conjunction with the proposed <br />residential development on the adjoining parcel, the TIAR made the <br />following recommendations: <br />1. Improvements at the intersection of Queen Ka'ahumanu <br />Highway and Pua'puaanui Street. (This is already addressed in <br />Condition F.) <br />2. Construction of the spine road. (This is already addressed in <br />Conditions H, I, and K.) <br />The estimated cost of these improvements is over $7.5 million. <br />On other land use matters, it is noted that the existing CN -20 <br />zoning is consistent with the Medium Density Urban Area of the <br />LUPAG map. It would also be compatible with the surrounding <br />areas. There are multiple -family residential and commercial uses <br />in the immediate vicinity of the subject site. <br />26 <br />
