REQUEST: <br />PHONE: <br />October 14, 2020 <br />808 961-8811 <br />Resolution authorizing County (via R & D) to enter into agreement with the University of Hawaii, to provide <br />funding for its "Examining Korean Natural Farming in Anthuriums: A Systems Approach" proposal. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />Pur;yuant to Hawaii Revised Statutes § 46-7, the County may enter into agreements with "any public body", <br />with the consent of Council. R & D is requesting that Council approve a resolution authorizing R & D to enter <br />into an agreement with the University of Hawaii, a public body, for the purposes of funding its program, <br />"Examining Korean Natural Farming in Anthuriums: A Systems Approach", pursuant to HCC 2-139(3)(c). <br />The Korean Natural Farming projects initially focussed on educating growers on raising edible crops. This <br />project is the first research project to investigate the effectiveness of the KNF methodology to improve the <br />production and pest resistance of an ornamental crop. The KNF inputs will be produced locally, which will <br />reduce the cost of production and avoid the increasing shipping fees. The ornamental industry has been <br />dependent on scheduled pesticide applications and chemical fertilizers to produce pest -free floral and foliage <br />products to pass strict export regulations. There is a concern about constant chemical applications <br />increasing pest resistance, increasing chemical costs and groundwater contamination. This study will. <br />compare the Korean Natural Farming organic method versus conventional chemical farming method. <br />This proposal is for $20,207.00 and will allow for the University of Hawaii to hire the labor to collect the data, <br />travel to the experiment site, supplies, the analyses of the nutritional inputs and publication costs. <br />Funds Care from 2020-21 Fiscal Year Budget. <br />SIGNED: DATE: <br />Depa ent Head <br />
