Chapter 87A, Hawaii Revised Statutes, is amended by adding a new section <br /> 9 to be appropriately designated and to read as follows: <br /> 10 "§87A- Rate stabilization reserve fund: establishment: purpose. A separate account for each public employer shall be established and maintained to <br /> 16 accept and account for each public employer's contributions.
