DLNR preferred HB 2542 framework for delegation of authority to counties, <br />defining/qualifying of archaeologist, OHA opposes, stating the counties may not <br />have the resources/qualifications necessary to insure consistent/adequate <br />protection of iwi kupuna, cultural sites, other historic properties (no action was <br />taken on HB 2542) <br />SB 3104, SD2, PART IV authorizes the DLNR to delegate the historic preservation <br />project reviews to the respective counties. <br />SB 3104 was passed by the Senate, passed First Reading in the Senate and referred to <br />HSG/FIN <br />BILLS PASSED BY THE LEGISLATURE AFTER THE MARCH 16TH RECESS THAT <br />MAY BE OF INTEREST TO HSAC <br />HB 285, HD1, SD2, CD1 Relating to Public Safety <br />The purpose of this Act is to enhance the public's trust in law enforcement and <br />standardize best practices for the use of force between the counties by: <br />(1) Requiring the chief of police of each county police department to disclose <br />to the legislature the identity of a police officer upon suspension or <br />discharge of the officer; <br />(2) Amending the Uniform Information Practices Act to allow for the disclosure <br />of information related to the suspension or discharge of a police officer; <br />(3) Empowering the law enforcement standards board to establish uniform <br />statewide standards for law enforcement and the use of force; and <br />(4) Explicitly allowing the law enforcement standards board to revoke the <br />certification of law enforcement officers for misconduct or failure to meet <br />qualifying standards as warranted. <br />HB 361, HD1, SD2 Relating to Emoulments <br />Beginning 11/1/2022, prohibits the governor and each county mayor, while holding <br />those offices, to maintain any other employment, maintain a controlling interest in a <br />business, or receive any emolument, beginning on the sixty-first calendar day after their <br />election or appointment to office. <br />
