RELATING TO THE USE OF INTOXICANTS WHILE OPERATING A VEHICLE. <br />Lowers the threshold of blood alcohol concentration for the offense of operating a _ <br />vehicle while under the influence of an intoxicant. <br />The committees on TRN recommend that the measure be PASSED, UNAMENDED. <br />Opposed by the Honolulu Public Defender because "0.05% BAC casts too wide a <br />net, and will result in criminalizing the behavior of normal responsible drinkers <br />without having an impact on reducing alcohol related fatalities." <br />Supported by DOT, Honolulu Prosecutor, Hawaii County, Maui County, HPD, <br />Maui PD, various public health and safety organizations. <br />JUD amended the measure to" <br />• Keep the statutory level for BAC at 0. 08, rather than lowering it to 0. 05, and <br />• Imposing a fine of up to $1,000 on persons operating a vehicle with 0.05 or more <br />but less than 0.08; <br />Passed by House; passed First Reading in the Senate; referred to TRS, JDC <br />HB 1723, HD1 - SB 2178 <br />RELATING TO CESSPOOLS. <br />Extends tax credits for the upgrade, conversion, or connection of a qualified cesspool to <br />a sewer system, and eliminates the geographical limitations for qualified cesspools <br />Passed First Reading, referred to EEP, FIN <br />Passed Second Reading; referred to FIN, EEP deleted the definition of "qualified <br />cesspool' that removed the geographical limitations for qualified cesspools. <br />HB 2512, HD1, SB 3104, SD2 (portion relating to historic preservation) <br />Authorizes DLNR to delegate to qualified archaeologists employed by the counties the <br />authority to perform reviews of proposed projects under the historic preservation <br />program, under certain conditions. Provides that proposed projects under the program <br />are deemed automatically approved if the archaeological review is not completed within <br />30 calendar days.
