assOel <br />Pa, ae, 14 h� <br />h. <br />County of Maui - Treasurer King said Maui was providing a lot of COVID-19 response program- <br />ming for business and residents. She said Maui was moving forward with the Persisus tracing <br />application, but there was a need for more contact tracers. She said Maui voters are contemplat- <br />ing seven charter amendments. She noted a climate change drawdown effort to plant 10,000 <br />trees next fiscal year. <br />Council Member Paltin discussed ongoing efforts to close/address loopholes in Maui's STVR or- <br />dinances. She said Maui has the most legal STVRs of all counties and was working to prevent <br />stacked zoning as well as create more long-term residential housing. She said work was under- <br />way to increase tracing and testing on Maui, and that council members have given input, which <br />the Mayor takes under advisement. She said it was difficult to keep track of who is doing what. <br />President Manahan noted that all counties and residents are still struggling. <br />Motion by Treasurer King, second by Council Member Chock to file the County's Reports. The <br />motion to approve carried unanimously. <br />C. National Association of Counties (NACo) Report <br />There was no report at this time. <br />D. Western Interstate Region (WIR) Report <br />Treasurer King shared she attends WIR meetings with Council Member Tim Richards. She said <br />there are good presentations from other jurisdictions of how they are spending CARES money <br />and they have dashboards to show progress. She said Maui is not so efficient. She talked about <br />PILT money (Payment In Lieu of Taxes)k and how Maui and Hawai'i.counties get these monies. <br />She said she wanted this put in federal budget on a permanent basis, but that our congressional <br />delegation was not yet fully onboard. <br />Secretary Kierkiewicz asked if Ms. Cruz could take on obtaining progress reports from NACo <br />reps to be shared at EC meetings. President Manahan agreed. Ms. Cruz noted she would work <br />to do this. Treasurer King said she could provide the EC with a copy of the report that is filed at <br />WIR meetings. <br />A motion to file the NACo and WIR reports was made by Council Member Chock, with a second <br />by Secretary Kierkiewicz. The motion carried unanimously. <br />
