Countv Sustainabilitv Coordinators Network and Legislative Priorities Presentation by Josh <br />Stanbro <br />See presentation deck (attached). <br />C. 2021 HSAC Legislative Package Proposal Submittals from Kaua'i County <br />Council Member Chock said Kaua'i is still interested in pursuing legislation around an AV task <br />force, getting U -Drives to pay their fair share of fees, and to collect back fees/penalties for <br />new registrations. <br />D. 2021 HSAC Legislative Package Proposal Submittals from Maui County <br />Treasurer King as for clarification of the legislative package process. Ms. Watanabe noted that <br />the bylaws don't mandate how this should be done - just that package needs to be approved <br />by HSAC and the counties. She said that if a county would like for something to be a council <br />proposal, then the county must pass a resolution, but that individual council members could <br />send things directly to HSAC for consideration and inclusion in the legislative package. <br />Treasurer King said Maui's proposals were approved by Maui Council. Proposals include in- <br />crease percentage of liquor fines funding going to liquor -related education programs as well <br />as alcohol treatment programs; supporting a single payer healthcare system; authorization of <br />counties to regulate rental vehicle companies and have a cap on how many are allowed; ex- <br />tension of GET surcharge; update Sunshine Law to include conducting virtual meetings. <br />E. 2021 HSAC Legislative Package Proposal Submittals from Hawai'i County <br />Secretary Kierkiewicz shared given the State's dire financial situation, Hawai'i County wanted <br />to explore what was doable and connect with Finance Chair Sylvia Luke and Ways & Means <br />Chair Donovan Dela Cruz. She noted it was critical for HSAC to keep an open mind and be <br />realistic about what can be achieved. Mr. Okudara appreciated the approach and noted it <br />would be helpful if the money committee chairs could provide parameters for HSAC to work <br />in, as the focus for the upcoming session would be money and the lack thereof. <br />F. 2021 HSAC Legislative Package Proposal Submittals from, Citv & County of Honolulu <br />President Manahan shared Honolulu would like to address regulation of vaping, the intro- <br />duced Trish La Chica, Policy and Advocacy Chair of the Hawai'i Public Health Institute to make <br />a presentation on the tobacco policy landscape (see attached presentation deck). <br />President Manahan stated the deadline to consider proposals to include in the 2021 HSAC <br />
