roadway frontage. Parcel 80 contains access easements to Kukuau Street granted in favor <br />of parcels 59 and 132. <br />18. Surrounding Zoning/Land Uses: Surrounding properties in the general area are zoned <br />RS -7.5, RD -3.75, and RM -1. Land uses within the vicinity include the Hawaii Vision <br />Specialists medical office directly adjacent to the east, the County Police Department <br />Headquarters complex located immediately east of Kapi`olani Street, St. Joseph's School <br />to the southeast and single-family and multiple family residences such as Hualalai <br />Subdivision to the southwest and Sunset Villas Condominiums to the north. <br />19. FIRM: Zone "X", an area of minimal flood hazard. Major depression ponding occurs <br />east of parcel 48 along Kapi`olani Street and on parcel 53. <br />20. Floral/Faunal Resources: A Botanical Survey, Mohouli Drainage Area was conducted <br />by Geometrician Associates, LLC and a Survey of Avian and Terrestrial Mammalian <br />Species, Kukuau Street to Kapi `olani Road Mohouli Drainage Improvement Project was <br />conducted by Rana Productions, Ltd in September 2006 for the County Department of <br />Public Works' project to acquire existing drainage way lands. The subject properties <br />were included in these surveys. The current vegetation on the site which consists of a <br />dense forest of large alien trees,,groundcover and alien vines has been heavily modified <br />by human use. According to these surveys, no listed, threatened, or endangered plant, <br />mammalian or avian species were found on the properties. <br />21. Historical/Archaeological/Cultural Resources: An Archaeological Inventory Survey <br />and Limited Cultural Assessment for the Proposed Acquisition of Drainageway Lands <br />Project was conducted by Rechtman Consulting, LLC in August 2006 which included the <br />subject properties. The survey identified a single archaeological site on parcel 48 <br />identified as SHPD Site 25547 and determined the site is probably historic in origin and <br />considered significant for the information it has yielded regarding early twentieth century <br />use. The survey concluded that the site was recorded in detail and has virtually no <br />excavation potential, thus requires no further work or preservation. Additionally, the <br />survey concluded that the properties do not contain valued cultural or natural resources <br />and no traditional or customary native Hawaiian rights are being practiced on the site. <br />As only a portion of Parcel 80 was covered under the AIS referenced above, the applicant <br />commissioned an Archaeological Field Inspection (AFI) for the entirety of Parcel 80, <br />-6- <br />
