which was completed by ASM Affiliates in September 2020 (P.D. Exhibit 4 — Letter <br />including Archaeological Field Inspection Report from ASM Affiliates dated <br />September 29, 2020). The archaeologists conducted a 100% coverage surface inspection <br />of Parcel 80, where no historic properties were observed. Based on the preceding, the <br />report concluded that the proposed change of zone amendments would have no effect on <br />historic properties. A c6py of the AFI was sent to the State Historic Preservation Division <br />for review under HRS Chapter 6E. As of the date of this writing, neither the applicant nor <br />the Department have received a response. <br />22. Public Access: There is no record of a designated public access to the shoreline or <br />mountain areas that traverses the properties. <br />23. Traffic: Witcher Engineering LLP completed a traffic impact analysis report (TIAR) for <br />the proposed project in July 2009. The TIAR analyzed the impacts of the then proposed <br />100 -unit, market -rate rental housing development on the unsignalized Kapi`olani <br />Street/Kukuau Street intersection, signalized Kapi`olani Street/ Ponahawai Street <br />intersection, and traffic along Kapi`olani and Kukuau Streets. The TIAR concluded that <br />the proposed project will generate 51 a.m. peak hour trips and 63 p.m. peak hour trips and <br />that the proposed driveways will operate at acceptable levels of service for all traffic <br />movements during peak hours for a 20 -year forecast. The TIAR also concluded that the <br />traffic at the study intersections under the 20 -year extrapolation will not be caused by the <br />project, but by the expected increase in background traffic in the area. <br />The applicant submitted a second TIAR with the amendment request that analyzed the <br />impacts of the new, 64 -unit affordable rental housing development on three (3) <br />intersections: 1) Kupukupu Street/Kukuau Street (project access at Kukuau Street); 2) <br />Kapi`olani Street/Kukuau Street; and Kapi`olani Street/Hualalai Street. Based on 2019 <br />counts, existing traffic volumes in the study area were generally light with the studied <br />roadways servicing local traffic only, The study intersections operated satisfactorily <br />during both peak hours of traffic with all movements operating at level of service (LOS) <br />C or better. The TIAR determined that at full build out, the project is projected to <br />generate a total of 32 net external trips during the AM peak hours of traffic, and 42 net <br />external trips during the PM peak hours of traffic. Despite the added traffic, all <br />movements will continue to operate similar to existing conditions at LOS C or better <br />-7- <br />
