during the AM peak hour of traffic and LOS D or better during the PM peak hour. Both <br />project access intersections are anticipated to operate with all movements at LOS B or <br />better during both peak hours. <br />PUBLIC UTILITIES AND SERVICES <br />24. Access: Access to the subject properties are from Kukuau Street and Kapi`olani Street. <br />Kukuau Street is a two-lane County roadway, classified as a collector, having a pavement <br />width of 15 to 17 feet within an approximately 15 to 20 feet right -of --way width fronting <br />parcel 80. Kapi`olani Street is a two-lane County roadway, classified as a secondary <br />arterial, with an existing pavement width of 28 feet within a 40 -foot right-of-way fronting <br />parcel 53. The Kapi`olani Street frontage is improved with a concrete curb, gutter and <br />sidewalk; asphalt sidewalk berms exist along the Kukuau Street property frontage. <br />25. Water: County water is available to the property via an existing eight (8) -inch water line <br />within Kapi`olani Street and a six (6) -inch water line within Kukuau Street, however, <br />there are no existing services to the subject parcels . According to ,Department of Water <br />Supply (DWS), an existing water commitment for 97 additional units of water for the <br />former proposed development expired on January 13, 2016. As the scope of the <br />development has changed, the applicant submitted updated estimated water demand <br />calculations to DWS of 29,600 gallons per day (GPD) or 74 equivalent water units at 400 <br />GPD per unit requiring a 3 -inch meter with a 4 -inch service lateral. DWS also determined <br />an updated water commitment fee, facilities charges, water system improvements and <br />dedication requirements. <br />26. Wastewater System: A County sewer line is located along Kukuau Street fronting <br />parcel 80. According to the Department of Environmental Management (DEM) - <br />Wastewater Division, the applicant shall connect to the sewer pursuant to Chapter 21-5, <br />Hawaii County Code. Additionally, DEM requires that the applicant conduct a sewer <br />study in accordance with applicable wastewater system design standards prior to approval <br />to connect to the County sewer system. Finally, the applicant shall provide such sewer <br />line or other facility improvements as the Director of DEM may reasonably require, <br />which the sewer study may indicate are advisable for mitigation of impacts of the <br />proposed project. <br />-8- <br />
