This is to prevent traffic from the Business Park <br /> from using University Drive and Ane Keohokalole Highway as its sole access. <br /> Condition V2 (new Condition T2): This condition relates to the Ane <br /> Keohokalole Highway (Road 3A). The applicant constructed the segment of Ane <br /> Keohokalole Highway between Ka`iminani Drive and the UHWH campus,just <br /> south of the Palamanui property. The applicant requests to amend the condition to <br /> provide signalization of the Ka`iminani Drive- Ane Keohokalole Highway <br /> intersection prior to issuance of building permits for 500 residences, 30,000 sq. ft. <br /> of commercial space, and 60 hotel units; or whenever DPW determines the <br /> signalization is warranted. This would provide signalization at Phase III or <br /> possibly earlier if DPW determines it is warranted. The applicant's 2017 Traffic <br /> Assessment indicates signalization of this intersection would not be warranted <br /> until the combined development of 500 residences, 30,000 sq. ft. of commercial <br /> space, and 60 hotel units are constructed. <br /> The Planning Director agrees with the applicant's request with <br /> modifications, by adding a recommendation from DPW that another `trigger' for <br /> signalization is once DPW receives enough complaints to warrant a traffic study <br /> at the developer's cost. <br /> Condition V3 (new Condition T3): This condition relates to the Ane <br /> Keohokalole Highway Extension (Road 3A Extension) within the Palamanui <br /> property. With the recent completion of the Ane Keohokalole Highway segment <br /> by the applicant between Ka`iminani Drive and the University, the DPW <br /> determined that it would be most appropriate to extend the highway through the <br /> Palamanui property as an arterial roadway, rather than have Road 6A (located to <br /> the east) serve as the north-south arterial roadway through the property. The <br /> applicant is agreeable to this and has modified their Regulating Plan to reflect this <br /> change. The applicant's requested amendment is to remove language stating the <br /> roadway is to be designed to function as a portion of future Road 1 connecting to <br /> Mamalahoa Highway, and to clarify it will be dedicated to the County upon <br /> request, rather than when needed to connect to Road 1. <br /> The Planning Director agrees with the applicant's amendments with <br /> modifications. Kona CDP Policy IRAN-1.2 indicates the Ane Keohokalole <br /> Highway is to be the transit trunk line between Kailua-Kona and the airport, thus <br /> a large right-of-way is needed to accommodate a transit line and bus and transit <br /> stops. The 120-foot wide right-of-way will be sufficient to meet this policy. DPW <br />
