Chung, Council Chair <br /> and Members of the County Council <br /> County of Hawaii <br /> Page 21 <br /> Condition S I a was added to indicate a new Traffic Impact Assessment, <br /> which takes into account the newly widened highway and intersection <br /> improvements completed in 2018, is required by the Department of <br /> Transportation before construction of any segment of University Drive(Road 2). <br /> The applicant's most recent Traffic Assessment was completed in 2017, prior to <br /> completion of the Queen Ka`ahumanu Highway widening project. This condition <br /> was a recommendation of DOT in their memo dated September 9, 2020. <br /> New Condition S 1 d is being added because the applicant wants the option <br /> of developing the Business Park (including MCX-zoned area) earlier than Phase <br /> III if the market supports its earlier development. The intersection at Queen <br /> Ka`ahumanu Highway-University Drive will need to be constructed to provide <br /> access to the Business Park. Additionally, to support the connectivity standards of <br /> the Kona CDP (Policy TRAN-2.1),both the Planning Director and DPW strongly <br /> recommend that University Drive between Queen Ka`ahumanu Highway and Ane <br /> Keohokalole Highway be constructed prior to occupancy of the Business Park. <br /> This would provide a second access to the Palamanui Development in addition to <br /> the Ane Keohokalole Highway access which will serve as sole access until Phase <br /> III. The applicant has submitted a concurrent request to amend Ordinance No, 09 <br /> 131 for the MCX-zoned portion of the Business Park within the Palamanui <br /> property. The Planning Director is recommending and DPW concurs with a 10- <br /> year time extension to complete final subdivision approval of the Business Park <br /> and completion of construction of the intersection and University Drive to Ane <br /> Keohokalole Highway within that 10-year period. <br /> Condition S5 (former Condition V5)This condition relates to the <br /> Kealaka`a Street Extension (Road 7). The Planning Director recommends <br /> amending this condition as recommended by the DPW in their memo. The <br /> amendment would reduce the road right-of-way width from 88 feet to 60 feet, <br /> clarify that the minor collector roadway would include sidewalks and bike lanes <br /> on both sides, and clarify that the road is to be dedicated to the County upon <br /> request, rather than when a connection at the southerly boundary of the property is <br /> opened. <br /> New Condition S7: As discussed previously, the Planning Director <br /> recommends an emergency access road between Queen Ka`ahumanu Highway <br /> and Ane Keohokalole Highway extension be provided by the applicant during <br /> Phase I to provide an alternative access for emergency responders to get to and <br /> from the University Village. <br />
