County of Hawaii <br />Mass Transit Agency (MTA) <br />Public Participation Plan <br />The Mass Transit Agency's Public Participation Plan is designed to secure active and <br />representative involvement from all segments of our community in planning, programming and <br />project implementation including Mass Transit's Multi -Modal Transportation Plan, and any future <br />transportation services, issues, alternatives, and solutions. MTA acknowledges interagency <br />consultation and public participation are an integral part of transportation planning and decision <br />making process. <br />To accomplish this purpose, MTA will. <br />• Enable an early and active role for the public in the development of transportation plans <br />and programs; <br />• Identify and invite a broad range of potentially affected and interested persons, with <br />special efforts to identify Environmental Justice (EJ) populations, Limited English <br />Proficiency (LEP), minority, and disabled community members; <br />• Employ different meeting sizes and formats, while tailoring techniques to meet the <br />diverse needs of the public; <br />• Select accessible and varied meeting locations and times; <br />• Evaluate participation processes and procedures periodically so that adjustments can be <br />made for maximum effectiveness <br />• Coordinate with Hawaii Department of Transportation (HDOT) statewide participation <br />plans. <br />Oq <br />
