Form#: 8-52
7118/91
DEPARTMENT OF FINANCE
REQUEST FOR COUNCIL ACTION
DEPARTMENT: Research and Development DATE: February 9, 2021
STAFF CONTACT: Glenn Sako PHONE: 808 961-8811
A. FlEgt)E.S.I
Resolution amending Resolution 735-20,which authorized the County (via R&0)to enter into agreement
with the University of Hawaii, to provide funding of$13,076.00, for its"Increasing Production of Novel
Floriculture Products for Import Replacement" proposal. The new Resolution will amend the funding amount
from $13,076.00 to $12,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Hawaii Revised Statutes§46-7, the County may enter into agreements with,"any public body"
with the consent of Council. R & D is requesting that Council approve a resolution authorizing R& D to enter
into an agreement with the University of Hawaii, a public body, for the purposes of funding its program,
"Increasing Production of Novel Floriculture Products for Import Replacement", pursuant to HCC 2-139(3)(c).
Hawaii Island floriculture producers have gin opportunity to fill gaps in the materials for the florist industry. An
import ban for Myrtaceae due to myrtle rust has stopped the importation of eucalyptus cuttings, the
devastation of the Kapoho orchid production areas by the volcanic eruption and biosecurity concerns for
peony have created a void in the supply of these flora products.
This proposal is for$12,000.00 and will allow for the University of Newell to purchase the plant and propagation
materials, student help to cultivate plantings, collect data and for travel expenses.
Funds are from 2020-21 Fiscal Year Budget.
Request to waive Finance Committee and 5-day holdover.
4•01w1,1 February 9, 2021
SIGNED DATE
Department Head
