AGING <br /> AGING <br /> Department Goals (continued) <br /> 5) Disaster Preparedness: In response to the COVID-19 pandemic, redefining our <br /> disaster preparedness strategies to include long-term crisis type interventions became <br /> evident. The need to continuously review, refine, and integrate, pre-disaster, in <br /> progress, and post disaster plans to seamlessly integrate with Civil Defense (CD) <br /> Master Emergency Disaster preparedness plan. <br /> Program Description <br /> Currently, Hawai`i County Office of Aging (HCOA) operates on a budget of <br /> approximately 4.4 million dollars. Grant funds account for 83% of this budget, with <br /> County funding accounting for 17%. The management of these funds allows HCOA to <br /> administer over 30 service contracts. These service contracts include the following: <br /> Nutrition Services, Transportation, Case Management,Healthy Aging, Adult Day Care, <br /> Homemaker, Personal Care, Chore, Caregiver Support Services, Legal Services, and <br /> Elder Abuse. <br /> Function of the Area Agency on Aging (AAA) <br /> The Older Americans Act, as amended in 2016, designates that the AAA's shall be the <br /> leaders relative to all aging issues on behalf of all older persons in their respective areas. <br /> Under this directive,the AAA's shall proactively carry out, under the leadership and <br /> direction of the State Unit on Aging (SUA), a wide range of functions. These functions <br /> may entail, advocacy, planning, coordination, inter-agency linkages, information sharing, <br /> brokering,monitoring, and evaluation designed to lead to the development and <br /> enhancement of a comprehensive and coordinated home and community based system of <br /> services. These functions and services will enable older individuals to lead independent, <br /> meaningful and dignified lives in their own homes and communities as long as possible. <br /> (HRS §1321.53) <br /> The Aging & Disability Resource Center (ADRC) <br /> The ADRC is a collaborative effort of the Administration on Aging (AoA) and the <br /> Centers for Medicare &Medicaid Services (CMS) designed to streamline access to long- <br /> term care services. The ADRC initiative is part of a nationwide effort to restructure <br /> services and supports for older adults and younger persons with disabilities. <br /> The goal of ADRC is to empower individuals to make informed choices and to provide <br /> easier access to long-term support. The vision is to have resource connections in every <br /> community, serving as highly visible and trusted places where people can turn for <br /> information on the full range of long-term support options. ADRCs serve as integrated <br /> points of entry into the long-term care system, commonly referred to as "one-stop shops." <br /> 2 <br />
