Prioritization of Plan Recommendations (continued) <br />Chapter <br />Program <br />Low <br />Moderate <br />High <br />Ch 4 <br />Recycling, Sioconversion, and Markets <br />Recycling <br />1. <br />Develop County policies or ordinances that mandate certain actions be taken to improve <br />- <br />- <br />x <br />recycling rates. <br />Thoroughly investigate mandates prior to implementation including assessment of markets <br />- <br />- <br />X <br />(should be well-established), operational viability (solicit input from recycling and transfer <br />station attendants, haulers, landfill operators), and implementation in other jurisdictions <br />with an emphasis on other Hawaii counties. <br />Establish a differential tip fee ordinance. <br />- <br />X <br />- <br />Investigate the feasibility of establishing a mandatory curbside collection program for some <br />- <br />X <br />- <br />single-family residences. <br />Establish mandatory source separation and recycling ordinance, which would require all <br />- <br />X <br />- <br />businesses and institutions to recycle select types of materials. This could include <br />implementing landfill bans for select recyclables. <br />Develop legislation that requires owners and managers of multi -family dwellings and multi- <br />- <br />X <br />- <br />tenant commercial buildings to provide recycling. <br />Conduct research and coordinate with legislators and waste managers within Maui, Kaua'i, <br />- <br />X <br />- <br />and Honolulu counties, to evaluate the potential for combining efforts to develop a <br />statewide landfill diversion strategy. <br />Lobby the State to change school waste collection contracts to mandate that recycling <br />- <br />- <br />X <br />services are included. <br />Z. <br />Complete capital projects to facilitate implementation of expanded recycling programs.
