REPORT OF THE <br />COMMITTEE ON REGENERATIVE AGRICULTURE, WATER, <br />ENERGY, AND ENVIRONMENTAL MANAGEMENT <br />DATE: April 6, 2021 Re: Comm. No. 175/Reso. No. 73-21 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 2:00 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management, <br />to which was referred Resolution No. 73-21, reports as follows: <br />Resolution No. 73-21, transmitted by Ramzi I. Mansour, Director of the Department of <br />Environmental Management, via Communication No. 175 dated March 9, 2021, authorizes the <br />acceptance of the 2019 Integrated Solid Waste Management Plan update for the County of <br />Hawaii. This resolution presents for the County Council's consideration an updated integrated <br />Solid Waste Management Plan, as required pursuant to Hawaii Revised Statutes Chapter 342G, <br />Part III. <br />A motion to move Resolution No. 73-21 to full Council with a positive recommendation was <br />made by Council Member Holeka Goro Inaba; seconded by Council Chair Maile David. <br />Mr. Greg Goodale, Solid Waste Operations Division Chief of the County of Hawaii, and <br />Mr. George Hayducsko, Jr., Recycling Coordinator for the County of Hawaii addressed Your <br />Committee utilizing PowerPoint material and additional discussion on the State required update <br />and the recommendations identified therein. Both noted that the updated plan is to be considered <br />a living document that will continually be improved upon. Additionally, the process of the <br />update was explained wherein a Solid Waste Advisory Commission (SWAG), nominated by the <br />Mayor, reviews and re-evaluates the listed recommendations of the previous plan, and after due <br />diligence comes up with an updated draft plan for approval by the County Council, which upon <br />adoption gets submitted to the State of Hawaii Department of Health, per its 10 -year <br />requirement. The current SWAC was convened in March 2018,,held public comment periods in <br />December 2019 through February 2020, and public hearings for oral testimony in January 2020. <br />Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management <br />is in accord with the purpose and intent of Resolution No. 73-21, however being a <br />comprehensive plan with over eighty (80) recommendations including six (6) priorities, Council <br />Members had many concerns but insufficient time to discuss; therefore, the matter was passed to <br />full Council with a positive recommendation with the understanding that further in-depth review <br />and dialogue would be addressed at the April 21, 2021 Council meeting. <br />RAWEEMC Report No. 10 <br />
