COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 77 2:1 <br />RESOLUTION ADOPTING THE 2021 COUNTY OF HAWAII ACTION <br />PLAN FOR THE COUNTY OF HAWAII COMMUNITY DEVELOPMENT <br />BLOCK GRANT PROGRAM, HOME INVESTMENT PARTNERSHIPS <br />PROGRAM, AND HOUSING TRUST FUNDS PROGRAM AUTHORIZING <br />THE MAYOR OF THE COUNTY OF HAWAII TO EXECUTE AND <br />SUBMIT THE ACTION PLAN AND ALL OTHER RELATED DOCUMENTS <br />TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT AND STATE OF HAWAII HOUSING FINANCE AND <br />DEVELOPMENT CORPORATION. <br />WHEREAS, the County of Hawaii is a direct recipient of federal Community <br />Development Block Grant (CDBG) Program funOs from the United States Department of <br />Housing and Urban Development (HUD); and <br />WHEREAS, the County of Hawaii is a State recipient of the HOME Investment <br />Partnerships (HOME) and Housing Trust Fund (HTF) Program funds from the State of <br />Hawaii Housing Finance and Development Corporation and has included, in its 2021 <br />Action Plan, its proposed goals and priorities for the HOME and HTF funds for <br />informational purposes; and <br />WHEREAS, it is required by HUD that the County submit a Consolidated/Action <br />Plan, in accordance with Subpart C of 24 CFR Part 91, which includes housing and <br />homeless needs assessments, a housing market analysis, five-year goals and priorities, <br />and project monitoring procedures; and <br />WHEREAS, the Consolidated Plan is a five (5) year (2020-2024) plan that <br />indicates the County's goals and priorities for the use of CDBG, HOME and HTF funds <br />for housing, homeless, special needs and community development; and <br />
