No. 180/Res.No. 77-21 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 1:00 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 77-21, reports as follows: <br /> Resolution No. 77-21, transmitted jointly with Bill Number 29 by Director of Finance Deanna Sako <br /> via Communication No. 180 dated March 17, 2021, adopts the 2021 County of Hawai`i Action Plan <br /> for the County of Hawai`i Community Development Block Grant Program, Home Investment <br /> Partnerships Program, and Housing Trust Funds Program and authorizes the Mayor of the County of <br /> Hawai`i to execute and submit the Action Plan and all other related documents to the United States <br /> Department of Housing and Urban Development and State of Hawai`i Housing Finance and <br /> Development Program. <br /> This 2021 County of Hawai`i Action Plan describes the projects and activities that will be executed <br /> by the County to provide decent housing, suitable and safe living environments, and accessibility for <br /> disabled individuals to public facilities using the County's share of Community Development Block <br /> Grant program funds. <br /> Council Member Matt Kaneali`i-Kleinfelder asked Director Susan Kunz of the Office of Housing and <br /> Community Development for a brief breakdown of the plan. Ms. Kunz stated that the County is <br /> federally mandated to put together a five-year plan from 2020-2024. This plan represents the second <br /> year of activities in that five-year plan. It outlines the projects for this year. The three federal grants <br /> that are represented in this plan is the Community Development Block Grant, Home Investment <br /> Partnership, and Hawai`i Trust Fund. These grants help with various projects including Ulu Wini <br /> low-income kitchen, Hale `Ohana renovations, West Hawai`i Domestic Abuse Center, West Kawili <br /> Senior Housing, University Heights construction, rental assistant program, and administrative costs. <br /> Council Members Heather Kimball & Holeka Inaba asked for clarification of the administrative costs <br /> included in the funding. Ms. Kunz replied that 18.5% of the funding is used for payroll, overhead <br /> (electricity, water, supplies, etc) , housing specialists, audits, and accounting staff. <br /> FC Report No. 29 <br />
