1. Introduction <br />The County began its 2021 Annual Action Plan Citizen Participation Process in September of 2020. The <br />County held its first virtual annual public hearings to present an overview of the Consolidated Plan <br />process, to encourage citizens to offer input concerning housing, homeless, special needs and <br />community development needs, and to discuss the past use of funds and accomplishments. In addition, <br />the members of the public were provided with information about the 2021 CDBG, HOME and HTF <br />application process. The County informed participants of the County's CP priorities and provided an <br />opportunity for participants to provide their concerns or comments. <br />Hawaii County also utilized the public hearings to inform the public on the current 2020-2024 <br />Consolidated Plan and Action Plan process. <br />The draft 2021 Annual Action Plan was made available for public review and comment from December <br />29, 2020 through January 27, 2021. <br />The OHCD also informed County agencies and each Council Member representing all districts in the <br />County of Hawaii of the CP process and inquired if they had any projects that would meet the draft <br />priorities within their district. <br />Provide a concise summary of the jurisdiction's activities to enhance coordination between <br />public and assisted housing providers and private and governmental health, mental health <br />and service agencies (91.215(1)) <br />In September 2020, the County conducted virtual Public Hearings to inform the public about the 2021 <br />CDBG, HOME, and HTF application process. Members of the public were provided with information on <br />CDBG, HOME, and HTF programs. An overview of the 2020=2024 Consolidated Plan priorities and goals <br />were also presented and reviewed. The participants were asked to provide input on the county's <br />current priorities and goals established as a result of community input at the various public hearings and <br />consultations of the 2020-2024 Consolidated Plan.. In addition to these virtual public hearings, the <br />OHCD also informed each Council Member representing all districts in the County of Hawaii of the CP <br />process and provided them with an opportunity to inform the County of any projects that would meet <br />priorities within their district. <br />Describe coordination with the Continuum of Care and efforts to address the needs of <br />homeless persons (particularly chronically homeless individuals and families, families with <br />children, veterans, and unaccompanied youth) and persons at risk of homelessness. <br />Annual Action Plan <br />2021 <br />OMB control No. 2506-0117 (exp. 09/130/2021) <br />W <br />
