COUNTY OF HAWAII <br />00 •JL4 ,��J��� <br />t� •,t <br />ig OF�HF'� <br />RESOLUTION NO. <br />STATE OF HAWAII <br />A RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE 2019 INTEGRATED <br />SOLID WASTE MANAGEMENT PLAN UPDATE FOR THE COUNTY OF HAWAII. <br />WHEREAS, Hawaii Revised Statutes Chapter 342G, Part III, Integrated Solid Waste <br />Management Planning, requires each county to submit to the Office of Solid Waste Management <br />of the Hawaii State Department of Health an integrated solid waste management plan that has <br />been formally adopted by the County of Hawaii and is consistent with the requirements of said <br />Chapter 342G; and <br />WHEREAS, HRS Chapter 342G, Part III, also delineates the schedule and requirements <br />for updating an integrated solid waste management plan; <br />WHEREAS, the Council on October 5, 1994, adopted Resolution No. 291-94; which <br />authorized acceptance of the first Integrated Solid Waste Management Plan; and <br />WHEREAS, the Council on November 20, 2002, adopted Resolution No. 238-02, Draft <br />5, which authorized acceptance of the Final Draft Update to the Integrated Solid Waste <br />Management Plan for the County of Hawaii; and <br />WHEREAS, the Council on May 5, 2010, adopted Resolution No. 318-10, authorizing <br />acceptance of the 2009 Integrated Resources and Solid Waste Management Plan; and <br />WHEREAS, Mayor Harry Kim appointed members of the County of Hawaii Solid <br />Waste Advisory Committee in 2018; and <br />WHEREAS; Parametrix has prepared in association with Wesley R. Segawa and <br />Associates, Inc. this update to the Integrated Solid Waste Management Plan for the County of <br />Hawaii in consultation with the County of Hawai`i's Solid Waste Advisory Committee; and <br />WHEREAS, public meetings were conducted in Hilo and in Kailua-Kona to review the <br />draft 2019 Integrated Solid Waste Management Plan (ISWMP), and to obtain public comment; <br />WHEREAS, the Office of Solid Waste Management of the State Department of Health <br />has provided comments to the County of Hawaii Department of Environmental Management on <br />the draft ISWMP; and <br />WHEREAS, the Environmental Management Commission has provided input <br />throughout the process, and supports the goals of the ISWMP; and <br />WHEREAS, the Environmental Management Commission has sent a letter to the <br />Council, attached hereto as Exhibit A, recommending approval of the 2019 ISWMP; and <br />
