COUNTY OF HAWAII +� �• <br />�rj cs•M'•� <br />RESOLUTION NO. <br />STATE OF HAWAII <br />A RESOLUTION TO APPOINT THE COUNTY AUDITOR PURSUANT TO SECTION <br />3-18 OF THE HAWAII COUNTY CHARTER (2020). <br />WHEREAS, Section 3-18(a) of the Hawaii County Charter (2020) (hereinafter <br />"Charter") provides in part that there shall be a "county auditor who shall be appointed by the <br />county council and shall serve for a period of six years, and thereafter, until a successor is <br />appointed."; and <br />WHEREAS, Ms. Bonnie Nims served honorably as County Auditor for the County of <br />Hawaii from May 1, 2014, until her date of resignation (October 31, 2020); and <br />WHEREAS, Section 3-18(b) of the Charter provides in part that the "county auditor <br />shall possess adequate professional proficiency for the office demonstrated by relevant <br />certification, such as certification as a certified internal auditor or certified public accountant or <br />an advanced degree in a relevant field, and at least three years of general auditing experience <br />which shall include a minimum of one year's experience in the field of government auditing. A <br />certified internal auditor or certified public accountant shall be preferred."; and <br />WHEREAS, during its December 23, 2020, meeting, the County Council established per <br />Communication No. 16 an ad hoc committee comprised of Council Member Holeka Goro Inaba, <br />Council Member Ashley L. Kierkiewicz, Council Member Heather L. Kimball, and Council <br />Member Susan L.K. Lee Loy to "review applications, conduct interviews, and score applicants in <br />order to identify a short list of candidates who will advance to a round of interviews and final <br />decision by the full Council."; and <br />WHEREAS, the ad hoc committee interviewed eleven eligible candidates on February <br />22, 2021; and <br />WHEREAS, six candidates advanced to a second round of interviews, which included a <br />performance assessment; and <br />WHEREAS, after assessment and computation of the independent scoring of each of the <br />members of the ad hoc committee, the ad hoc committee forwarded a list of two eligible <br />candidates to the County Council for its consideration; and <br />WHEREAS, the County Council interviewed the two eligible candidates during a special <br />meeting of the Council on April 21, 2021; and <br />WHEREAS, after performing its due diligence, the County Council hereby appoints the <br />County Auditor by way of the adoption of this resolution; now, therefore, <br />
