20. Public Access: There is no public access to the mountains or the shoreline that traverses <br /> the property. <br /> PUBLIC UTILITIES AND SERVICES <br /> 21. Access/Traffic: The subject parcel currently has two driveway accesses, one from <br /> Mahilani Drive which is a County owned and maintained street and another from the <br /> Mamalahoa Highway which is a State owned and maintained highway. As required by <br /> Condition D of the subject Change of Zone Ordinance proposed lots B-1 and B-2 will be <br /> accessed from Mahilani Drive. Proposed lot B-3 will be accessed from an existing <br /> driveway onto the Mamalahoa Highway. Per condition E of the subject Change of Zone <br /> Ordinance the site plan identifies a 10-foot-wide planting screen easement (Proposed <br /> Easement P-1, P-2 and P-3) along the parcels Mamalahoa Highway frontage. According <br /> to the Department of Public Works, any driveway connections to Mamalahoa Highway <br /> will be subject to review and approval by the State Department of Transportation. There <br /> will be an increase in traffic consistent with that of household traffic for two additional <br /> dwellings which should not have a significant impact on existing State and County roads. <br /> 22. Water: According to the Department of Water Supply(DWS), the property is currently <br /> served with two (2)units of water and the applicant has paid the water commitment fee <br /> for one (1) additional unit of water through January 31, 2024 and is subject to renewal. <br /> Additionally, DWS articulated standard necessary water system improvements, facilities <br /> charge amount and remittance instructions, and water improvement conveyance <br /> requirements. <br /> 23. Wastewater: Sewage will be disposed of via individual wastewater treatment systems <br /> approved by the State Department of Health. <br /> 24. Essential Utilities, Police,Fire and Medical Services: All essential utility and services <br /> are available to the project site. Police and fire services are available from the Kailua- <br /> Kona station, approximately eight miles from the project site.
