The current applicants <br /> purchased the property in 2016 and have been diligently working toward complying with <br /> conditions of the change of zone ordinance and tentative subdivision approval. During <br /> this process, the applicants were made aware that they were out of compliance with timed <br /> conditions of approval. To rectify this oversight, the applicants are requesting a five (5) <br /> year time extension to complete the subdivision. <br /> 3. Landowners: Ernest and Elizabeth Young. <br /> 4. Supportive Information: The applicants submitted the attached in support of the <br /> request: (P.D. Exhibit 1 -Application for Time Extension dated November 18, 2020) <br /> CHRONOLOGY OF LAND USE PERMITTING <br /> 5. December 8, 2004: Effective date of Change of Zone Ordinance No. 04 149 approved by <br /> the County Council, which reclassified 1.8628 acres of land from an Agricultural 5-acre <br /> (A-5a) to Single Family Residential 20,000 square feet (RS-20) zoning district. <br /> 6. April 1, 2005: The previous applicant submitted a subdivision application to comply with <br /> Condition C (Final Subdivision Approval). <br /> 7. September 19, 2005: The Planning Department issued tentative subdivision approval to <br /> subdivide the subject property into three (3)new lots (SUB-05-000056). <br /> 8. June 18, 2007 through March 30, 2015: The Planning Department issued eight(8) time <br /> extensions for the completion of the Tentative Subdivision Approval granted in 2005. <br /> The eighth and final time extension for completing the subdivision lapsed on September <br /> 19, 2015. <br /> STATE AND COUNTY PLANS <br /> 9. State Land Use Designation: Urban. <br /> 10. General Plan Land Use Pattern Allocation Guide (LUPAG) Map: Low Density <br /> Urban(LDU). <br /> 11. County Zoning: Single-Family.Residential-20,000 square feet(RS-20). <br /> 12. Kona Community Development Plan (CDP): The Kona CDP, adopted by the Hawai`i <br /> County Council by Ordinance No. 08 131 on September 25, 2008, identifies the area as <br /> situated within the "Kona Urban Area."
