Surrounding Zoning/Land Uses: The project site is bounded to the south and east by <br /> the Wailoa River which empties into Hilo Bay, crossing Kamehameha Avenue. To the <br /> west of the project site is a 1.89-acre parcel owned by the State of Hawai'i that has been <br /> developed for the DLNR Division of Aquatic Resources (DAR) with buildings, parking, <br /> and fencing that is within the Urban State Land Use District and within the County of <br /> Hawai'i Open zoning district. Additionally, the Wailoa River State Park is also west of <br /> the project site, but not adjacent. The majority of the areas surrounding the project site <br /> are zoned "Open"by the County of Hawai`.i and designated as "Open"within the General <br /> Plan LUPAG map. <br /> 14. ALISH: Urban <br /> 15. Land Study Bureau's Detailed Land Classification System: Unclassified <br /> 16. U.S. Soil Survey: According to the US Dept. of Agriculture, the site is classified to be <br /> within the Opihikao Series which is very shallow, organic soils partially used for farming <br /> and pasture. <br /> 17. Flood Zone: The FEMA FIRM map identifies the project site to be within Flood Zone <br /> VE which is currently denoted as "coastal areas with a 1% or greater chance of flooding <br /> and an additional hazard associated with storm waves." <br /> 18. Flora/Fauna Resources: Although there was no professional survey conducted of the <br /> floral resources of the project site, the applicant does not believe that any rare, threatened, <br /> or endangered floral resources are likely to be found within the project site. Most of the <br /> site has been developed with buildings, parking and other structures, and minimal <br /> landscaping was introduced in conjunction with the development of the project site, <br /> however, these included palm and other typical landscaping trees. As with the floral <br /> resources of the project site, no formal survey of the sites faunal resources was <br /> conducted. Since the development of the Hilo Iron Works building in 1919 the site has <br /> been developed and used for industrial purposes with the entire site considerably <br /> disturbed and developed. The applicant does state that faunal resources should be <br /> somewhat typical of other developed sites near the shoreline. Common and non-native <br /> birds are common (i.e., Japanese white-eye, myna and spotted dove) as are common <br /> domestic animals such as rats,mongoose, and cats. <br /> -4- <br />
