Supportive Information: The applicant has submitted the attached in support of the <br /> request: (Planning Department Exhibit 1 — Letter dated December 15, 2020 from <br /> Daryn Arai requesting deletion of all conditions). <br /> 4. Landowner: Kelly Kagimoto. <br /> BACKGROUND INFORMATION <br /> 5. March 1, 1967: City of Hilo zone district map was adopted. Zone district map depicted an <br /> area zoned as CN-10 which included a 10,763 square-foot portion of the 20,188 square <br /> foot subject property. <br /> 6. June 5, 1970: The existing 20,188 square-foot parcel (i.e., Lot 4-C) was created as part of <br /> a 3-lot subdivision (SUB 2854) which was approved by the County. At the time of this <br /> subdivision, approximately 10,763 square feet of the larger subject parcel was situated <br /> within the CN-10 zoning established in 1967. <br /> 7. November 4, 1981: Effective date of Ordinance No. 723 (see Exhibit A of Application) <br /> that changed the district classification from Single-Family Residential-10,000 square feet <br /> (RS-10) to the Neighborhood Commercial-10,000 square feet (CN-10) zoning district for <br /> the 9,425 square-foot portion of the subject parcel. <br /> STATE AND COUNTY PLANS <br /> 8. State Land Use District: Urban. <br /> 9. County Zoning: Neighborhood Commercial-10,000 square feet(CN-10). <br /> 10. General Plan Land Use Pattern Allocation Guide (LUPAG) Designation: Medium <br /> Density Urban (mdu) and Low Density Urban (ldu). <br /> 11. Hilo Community Development Plan (CDP): The Hilo Community Development Plan <br /> adopted by Planning Commission Resolution No. 1 on May 21, 1975 identifies the parcel <br /> area as Neighborhood Commercial. <br /> 12. Special Management Area (SMA): The Special Management Area is a part o f the <br /> Coastal Zone Management Program and regulated by the County. The site is located over <br /> 2 miles from the nearest shoreline and is not situated within the SMA. <br /> -3- <br />
