Execute Kawa Spring preservation plan through continuing consultation with professionals <br /> and cultural practitioners to finalize and implement; monitor water quality and salinity, out <br /> planting for erosion control purposes, and monitoring aquatic resources. <br /> 5. Implement wildlife monitoring plan by focusing on turtle, Hawaiian hoary bat and shorebirds <br /> activities; developing a coastal and nearshore marine fishery and monitoring program; <br /> implementing a pes management program to control rodents, ungulate and cats. <br /> Review of NMOK's objectives reveal that they appear to qualify under criteria (1)through (5), (10), and <br /> (12)through (17). Review of NMOK's proposed budget details warrant additional scrutiny to ensure they <br /> are truly keeping within the 17 established criteria and used solely for"expenditures directly related"to <br /> the stewardship of the land. Of particular concern are the indirect/incidental amounts, such as the$3,000 <br /> for bookkeeping services, $1,920 for"incidental expenses (refreshments)," and $1,000 for vehicle fuel. <br /> The proposed uses of county land and county funds at this parcel are triggers for HRS§343 compliance. <br /> While this may or may not warrant the development of an Environmental Assessment(EA) or <br /> Environmental Impact Statement(EIS), subject to the discretion of the Director, some of these actions <br /> would minimally require issuance of Declarations of Exemptions by the County department responsible <br /> for oversight of these lands. When considering the cumulative impacts starting with the significant <br /> change in use of the lands since the County acquired it(from privately held, seldom accessed to active <br /> stewardship and ocean recreational access), past improvements, HK's proposed objectives together with <br /> their expressed vision and goals, there is a solid argument that must be made for the development of an <br /> EA and County controlled management plan. <br /> Given the above, it is my recommendation that Na Mamo 0 Kawa will not be able to complete its project <br /> in accordance with the project description submitted and in strict adherence to the conditions governing <br /> the PONC maintenance fund. <br /> Organization: National Parks Arts Foundation ("NPAF") <br /> PONC Land: Various lands in the Kell district <br /> Amount Requested: $35,000 (Total Project Cost: $75,000) <br /> NPAF's proposal, as I understand it, is to steward and preserve the lands, specifically the night sky, via <br /> film incorporating interviews with persons with "heritage interest in the land." <br /> Hawaii County Charter(2020) Section 10-16(g) clearly sets forth 17 eligible expenditure criteria upon <br /> which stewardship grants [§10-16(h)] must be founded. Upon review of NPAF's objective and its project <br /> description, it appears that the proposal may qualify, per the broadest of interpretations, under criterion#2 <br /> as preservation through recorded interviews and imagery. This is mitigated, however, by failure of NPAF <br /> to clearly define the area(s) (i.e., PONC lands) it proposes to perform its stewardship scope and why <br /> those areas are critical to its success. Furthermore, based solely on the information provided in the <br /> project description especially with the disclosed focus of the filmmaker being the night sky, the correlation <br /> between the product and the preservation of PONC lands themselves is subject to a wide degree of <br /> scrutiny. Finally, it is not clear what the necessity and value of conducting this project on/at PONC lands <br /> is given that the sky can be filmed from any vantage point in the vicinity. <br /> Given the above, it is my recommendation that the National Parks Arts Foundation will be able to <br /> complete its project in accordance with the project description submitted though it is indeterminable <br /> whether it would be in adherence to the conditions governing the PONC maintenance fund. <br /> Organization: Pohaha I Ka Lani ("PIKL") <br /> PONC Land: (3)4-8-004:106 [Waipi`o Valley Lookout]Acquired 2007 <br /> Amount Requested: $70,000 (Total Project Cost: $104,850) <br /> PIKL's proposal, as I understand them, consists of the following six(6)objectives: <br /> 1. Installation of a 1,000 gallon water tank for handwashing and irrigation uses, a 20' long <br /> shipping container for secure storage, and a system of solar panels, batteries and lighting for <br /> the water tank and container. <br /> County of Hawai'i is an Equal Opportunity Provider and Employer. <br />
