Hosting of monthly"Malama'Aina" days throughout the year to engage the public into <br /> developing active stewardship relationships to the site. <br /> 3. Hosting of cultural, community, and educational groups at the site to learn about Waipi`o <br /> Valley and the surrounding areas. <br /> 4. Hosting of cultural educational workshops to enhance the public consciousness about the <br /> significance of stewardship of significant places/lands. <br /> 5. Facilitate the public's safe and responsible use of the site. <br /> 6. Maintenance of the property, to include landscaping, native gardening, repairs to <br /> fences/gates, etc. <br /> Review of PIKL's objectives suggests that only the storage container portion of Objective#1 may qualify <br /> under criterion (11) as would some of the maintenance activities in Objective#6 qualify under criteria (1) <br /> and (8). Review of PIKL's proposed budget details warrant additional scrutiny to ensure they are truly <br /> keeping within the 17 established criteria and used solely for"expenditures directly related"to the <br /> stewardship of the land. Of particular concern are the indirect/incidental amounts, such as the$7,000 for <br /> "indirect costs," $400 for social media and printing, $6,000 for food and $1,000 for vehicle fuel. <br /> Additionally, the $24,000 for native garden maintenance services that"include weeding"would appear to <br /> be redundant with their implementation plan of using "volunteers/participants, community members and <br /> the general public." <br /> It is important to note that PIKL's proposal contains a few contradictions that would preclude certain <br /> objectives from being realized. PIKL's equipment budget includes construction/placement of a structure <br /> though its application states that"No permits{are] required for proposed activities." Construction of a <br /> permanent storage structure, water tank, and the associated plumbing and electrical work clearly require <br /> County-issued building, electrical and plumbing permits as well as plan approval. The water tank, as <br /> proposed for handwashing use (amongst others), must meet State Department of Health regulations for <br /> potable water. Furthermore, as public amenities on public land, these proposed improvements will need <br /> to consider compliance with the 2010 Standards for Accessible Design and require a clean technical <br /> review from State Disability and Communication Access Board. Furthermore, PIKL's application states <br /> that an Environmental Assessment is"N/A." The proposed uses of county land and county funds at this <br /> parcel are triggers for HRS §343 compliance. While this may or may not warrant the development of an <br /> Environmental Assessment(EA) or Environmental Impact Statement(EIS), subject to the discretion of the <br /> Director, some of these actions would minimally require issuance of Declarations of Exemptions by the <br /> County department responsible for oversight of these lands. When considering the cumulative impacts <br /> starting with the significant change in use of the lands since the County acquired it(from derelict <br /> private/residential to active public park), past improvements, PIKL's proposed objectives together with <br /> their expressed vision and goals, there is a solid argument that must be made for the development of an <br /> EA and County controlled management plan. <br /> Given the above, it is my recommendation that Pohaha I Ka Lani will not be able to complete its project in <br /> accordance with the project description submitted and in strict adherence to the conditions governing the <br /> PONC maintenance fund. <br /> Respectf . , <br /> e . <br /> ..urice C.
