r <br /> t <br /> Engineering Division recommends that the applicant provide improvements to the subj ect <br /> property's entire Kino`ole Street frontage consisting of a"full width" concrete sidewalk <br /> of ten(10) foot width meeting the approval of the Department of Public Works. The <br /> driveway connections shall also conform to Chapter 22, County Streets, of the Hawaii <br /> County Code. <br /> 23. Water: According to the Department of Water Supply(DWS), the subject property is <br /> serviced by an existing 5J8-inch meter, which is limited to an average daily usage of 400 <br /> gallons. County water is provided via an existing 8-inch waterline within Kino`ole Street <br /> fronting the subject parcel. The 8-inch waterline is capable of providing the required <br /> pressure of 2,000 gallons per minute of water flow for fire protection for commercial <br /> zoning. The Department of Water Supply(DWS) will determine the appropriate water <br /> commitment deposit,prevailing facilities charge, and appropriate service lateral meter <br /> size required once the applicant provides estimated maximum daily water usage <br /> calculations for the proposed commercial land use. Lastly, DWS will require the <br /> - installation of a reduced pressure type backflow prevention assembly within five (5) feet <br /> of the meter on the subject property. <br /> 24. Wastewater: According to the applicant, the subject property is currently connected to a <br /> cesspool. The subject property is accessible to the County sewer. The Department of <br /> Environmental Management(DEM) indicates that any existing or new structure is <br /> required to connect to the public sewer in accordance with Section 21-5 (Sewers) of the <br /> Hawaii County Code. In addition, the Director of DEM may require the applicant to <br /> conduct a sewer study in accordance with the then applicable wastewater system design <br /> standards prior to approval to connect to the County sewer system. Finally the applicant <br /> shall provide such sewer line or other facility improvements as the Director of DEM may <br /> reasonably require, which the sewer study may indicate are advisable for mitigation of <br /> impacts of the proposed project. <br /> 25. Solid Waste: There is no municipal waste collection services in the County. The <br /> applicant states that solid waste will be handled at the county landfill in Hilo. Refuse <br /> collected at the Hilo landfill will be eventually transported to the West Hawaii Sanitary <br /> Landfill. <br /> -5- <br />
