REPORT OF THE
COMMITTEE ON FINANCE
DATE: September 21, 2021 Re: Comm. No. 388/Res. No. 199-21
PLACE: Council Chambers
Kailua-Kona, Hawai`i
TIME: 1:15 p.m.
Council Chair and Members
Hawai`i County Council
Hilo, Hawaii 96720
Your Committee on Finance,to which was referred Resolution No. 199-21, reports as follows:
Resolution No. 199-21,transmitted by Director of Finance Deanna S. Sako via Communication No. 388
dated September 2, 2021, creates one new Information Systems Analyst IV position for the Hawaii
County Fire Department.
This position would provide direct island-wide technological support for the Fire Department.
Hawai`i County Fire Chief Kazuo Todd provided background on the resolution.
Upon request by Committee Member Ashley L. Kierkiewicz, Ms. Sako stated that the position would
likely be in the $50,000-$70,000 pay range, depending on the employee's level of experience.
Ms. Kierkiewicz then asked about the department's long-term goals for the position. Mr. Todd stated
that the department has many technical programs which require a level of expertise that the department
currently lacks. Mr. Todd elaborated that such programs, such as location tracking, can quicken
decision-making and increase response efficiency, especially in times of disaster.
Pursuant to Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to create and abolish
positions for which appropriations have been made by the Council with the consent of the Council.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 199-21, and
recommends its adoption.
arc
AYES NOES ABS EX Respectfully submitted,
CHUNG X
DAVID X COMMITTEE ON FINANCE
INABA X
KANEALI`I-KLEINFELDER X
KIERKIEWICZ X
KIMBALL x MATT KANEALI`I-KLEINFELDER,
LEE LOY x CHAIR
RICHARDS X FC REPORT NO.: 75
VILLEGAS X ADOPTED: OCT 0 6 2021
