DWS will determine the appropriate water <br /> commitment deposit,prevailing facilities charge, appropriate service lateral and meter <br /> size required once the applicant provides estimated maximum daily water usage <br /> calculations,prepared by a licensed engineer, for the proposed land use. The DWS also <br /> requires a reduced pressure type backflow prevention assembly be installed and inspected <br /> prior to commencement/continuation of water service. Finally, DWS indicated that the <br /> existing 8-inch waterlines within Kalanikoa Street and Kekfiando'a Street are inadequate <br /> to provide 2,000 GPM of flow for fire protection, as required per the Water System <br /> Standards for the proposed zoning and recommended that the applicant contact the Fire <br /> Department to determine any other fire protection requirements or alternatives to meet <br /> the minimum requirements for fire protection. <br /> 19. Wastewater: The subject properties are accessible to the County sewer and are situated <br /> in the Department of Health's (DOH) Critical Wastewater Disposal Area. The existing <br /> dwelling is currently connected to the County's sewer system in this area. According to <br /> the Department of Environmental Management - Wastewater Division(DEM),the <br /> "Applicant shall provide such sewer line or other facility improvements as the Director <br /> of DEM may reasonably require, which the sewer study may indicate are advisable for <br /> mitigation of impacts of the proposed pro, -Planning Department staff discussion <br /> with DEM staff clarified that a sewer study is not currently required for the project at this <br /> time. At the time the applicant applies for a change of use building permit to convert the <br /> existing dwelling into an office and/or applies for building permits to expand the existing <br /> structure or construct another structure, DEM may then require that wastewater <br /> calculations from a certified engineer be provided to DEM to determine if the sewer <br /> system is adequate to meet the projected increase. <br /> 20. Solid Waste: There are no municipal waste collection services in the County. According <br /> to the applicant, solid waste will be handled by commercial haulers who will dispose of <br /> the refuse at the county landfill in Hilo and eventually the Pu'uanahulu landfill in North <br /> Kona.
