the applicant to dedicate a ten(10)-foot future road widening strip to the County upon its <br /> request and require the applicant to make improvements to the property's frontage prior <br /> to issuance of a Certificate of Occupancy. Kilauea Avenue fronting the property was <br /> recently resurfaced and ADA-compliant sidewalks were installed by the County. <br /> 17. Water: According to the Department of Water Supply(DWS), County water is available <br /> from a 10-inch waterline within Kilauea Avenue and the property is currently served by a <br /> 518-inch meter that is limited to an average daily usage of 400 gallons. The existing 10- <br /> inch waterline is capable of providing adequate water flow for fire protection for the <br /> requested zoning district. Furthermore, DWS indicated that the existing water service <br /> installed at the parcel should be adequate to support the proposed demand for the project, <br /> therefore a water commitment deposit is not required. Based on this determination, the <br /> applicant believes that it renders the requested time extension to Condition C (water <br /> commitment)moot and would withdraw the request if the Department determined that <br /> the condition was fulfilled. <br /> 18. Wastewater: The now-demolished dwelling on the property was serviced by a cesspool. <br /> As there is currently no municipal sewer system in the area, the applicant proposes to <br /> dispose of wastewater generated by the proposed development in an individual <br /> wastewater system meeting the requirements of the State Department of Health(DOH). <br /> In their July 26, 2021comment memo, DOH indicated that the subject property was <br /> situated in close proximity to the County sewer system and therefore would be required <br /> to connect. Subsequent staff conversation with DOH determined that the preceding <br /> comment was made in error as the closest sewer line is approximately 750 feet from the <br /> subject parcel. Additionally, in their June 21, 2021 memo the County Department of <br /> Environmental Management-Wastewater Division(DEM)provided information related <br /> to possible sewer connection requirements (dry sewer laterals) and compliance with <br /> future federal, state, and county regulations related to discharge of pollutants within <br /> publicly owned treatment works (dental wastewater discharge related to mercury from <br /> filling amalgam). Subsequent staff conversation with DEM determined that these <br /> comments were advisory to alert the applicant on what could be required if the County <br /> -4- <br />
