The proposed <br /> subdivision improvements include "dry' sewer lines which will connect to the <br /> County's Kealakehe Wastewater Treatment Pian upon completion of sewer <br /> improvements connecting the existing sewer lines within Queen Kaahumanu <br /> Highway to the WV1JTP. <br /> 8. The request is not contrary to Chapter 205A, HRS relating to Coastal Zone <br /> Management Area. <br /> The project site is situated mauka of Queen Kaahumanu Highway and is not <br /> within the County's Special Management Area. Accordingly, there will be no <br /> impact on coastal areas or resources. Ali archaeological reviews anc. approvals <br /> have been secured for the project area, including: <br /> Archaeological Inventory Survey <br /> Archaeological Data Recovery Plan <br /> Archaeological Preservation Plan <br /> Burial Treatment Plan, <br /> Based on the biological surveys, there are no endangered species of plants or <br /> anirrials within the project area. Recommended mitigation measures include <br /> compliance with the County's Outdoor Fighting Code to minimize potential impact <br /> on endemic seabirds which may overfly the area. <br /> Eased on the cultural impact assessment and other related studies, the review of <br /> the proposed development determined that the project will have no adverse <br /> impact relative to cultural and historical resources in the area. In this regard, the <br /> PIS prepared for this project, stated that: <br /> No cultural practices or beliefs will be adversely impacted by the project, and no <br /> valuable natural, cultural or historical resource will be substantially afffected, <br /> given implementation of mitigation measUres to prevent adverse impacts to <br /> culturally important view planes and water quality of culturally important ponds <br /> and marine waters downslope of the project. Proper treatment of historic sites <br /> with cultural values will prevent adverse cumulative impact. <br /> The necessary mitigation measures have been included as conditions of approval of the <br /> Land Use Commission Decision and Order and Ordinance 04-110 as amended by <br /> Ordinance No. 18-115. No changes to these conditions are proposed, Accordingly, the <br /> overall reasons/justifications for the rezoning of the WHBP are still applicable. <br />
