Maile David, Council Chair <br /> and Members of the County Council <br /> County of Hawai`i <br /> January 09, 2022 <br /> Page 11 <br /> cultural,historical, and natural resources and the associated traditional and customary <br /> practices of the site. <br /> Investigation of valued resources: A Draft Archaeological Inventory Survey(AIS) <br /> of the subject property was completed by Haun&Associates in May 2021 and amended <br /> in August 2021 and again in October 2021. A Native Hawaiian Traditional and <br /> Customary Practices Assessment was prepared by Christopher Monahan, Ph.D. in June <br /> 2021. In addition, a Biological Survey was conducted by Ron Terry, Ph.D. in May 2021 <br /> for the subject area which concluded in a Biological Survey report dated May 2021. The <br /> report, which was submitted with the application, included results of field surveys <br /> conducted in May 2020 and November 2020 for the entirety of the project area. <br /> The valuable cultural, historical, and natural resources found in the PD area. The <br /> most recent draft AIS identified 14 sites with a total of 418 features, 13 complexes with <br /> two (2) to 240 component features within the Kumu Hou PD area. The 14 sites identified <br /> in the AIS include nine (9) sites previously identified in archaeological studies of the area <br /> and five(5)newly identified sites, all of which were assessed as significant under <br /> criterion"d" (yielding information important for research on history or prehistory). Of <br /> these, three (3) sites have also been deemed significant under criterion"e" (cultural <br /> value) and proposed for preservation via a site preservation plan, these include Site 26871 <br /> (trail) and portions of the Site 31230 (trail),which were identified as part of a mauka- <br /> makai trail network, and Site 26873, which was identified as the location of a previously <br /> excavated lava tube and other features on a pahoehoe rise. The trail portions discussed <br /> above appear to be part of the overall trail network linking to the natural pahoehoe area <br /> and the other trail sites and possibly led makai bound trail users in the direction of the <br /> ancient Ala Loa and/or towards `Anaeho`omalu Bay.No further work or preservation is <br /> recommended for the other 11 of the 14 identified sites. The final draft AIS determines <br /> the three (3) sites as significant under criterion"d" and"e" and recommends their <br /> preservation pursuant to a required preservation plan to be approved by SHPD. <br /> The Native Hawaiian Traditional and Customary Practices Assessment found that <br /> given the distance from the shoreline there would be no impacts to shoreline fishing and <br /> gathering. The assessment recommended the submission of an AIS to SHPD, further <br /> consultation with agencies to agree on significance and mitigation, and an assessment of <br /> the project by a hydrogeology expert to assess groundwater and aquifers in this region. <br /> The biological survey report found that there are no designated or proposed <br /> critical habitats for endangered plant or animal species located within the project area. <br /> The study also concluded that no federally listed threatened or endangered plant species <br />
