REQUEST: <br /> Resolution for the approval of a 5 year agreement renewing software licenses and the use of Marshall and <br /> Swift data for the purpose of valuing real property in the County of Hawaii for ad valorem taxation purposes. <br /> First Year starting May 22, 2022 the end of the prior agreement. Agreement total including excise tax is <br /> $295,235.48 payable in yearly installments. This upcoming 5 year agreement is discounted from the prior <br /> agreement. Current fee of$68,782 (before tax) is going down to $51,026 (before tax). The agreement <br /> includes continuation of updates to the cost tables with the current mass appraisal software. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> In February 2014, the County of Hawaii joined the City and County of Honolulu, the County of Maui and the <br /> County of Kauai in the multi year agreement with Marshall and Swift to develop Hawaii specific cost tables to. <br /> be used in our assessment valuations using MVP their proprietary software linked to our current tax <br /> software. The reason for this statewide agreement was that the local engineering companies no longer were <br /> able or willing to provide us with the data needed for our annual assessment updates. No resources were <br /> available to develop these tables in-house so Marshall & Swift/Boeckh LLC was selected being the premier <br /> cost provider in the market and the only one that was able to provide necessary programs that could <br /> integrate with the counties mass appraisal systems. The current agreement is a renewal of this service and <br /> without which Real Property Tax would not be able to update out cost tables on an annual basis and therfore <br /> unable to properly assess and tax real estate resulting in a loss of revenues in future years. <br /> SIGNED: DATE:r� FEB 0 4 2022 <br /> Department Head <br />
