F. Other Utilities <br /> All other utilities such as telephone, cable, and electrical services are <br /> available to the site. <br /> VIII. IMPACT SIGNIFICANCE ANALYSIS <br /> A. Relationship Between Local Short-Term Uses of Environment <br /> and Maintenance and Enhancement of Long-Term Productivity <br /> If the request were denied, the short-term use of the area of the <br /> proposed rezoning would probably continue in agricultural state, a <br /> state that may not be too sustainable given the Applicants' stage in <br /> life. With the rezoning and eventual conveyance of the smaller <br /> properties to their children, the agricultural operations become more <br /> sustainable. Further, the subdivision would provide an opportunity to <br /> address their housing needs at an affordable level. <br /> From a long-term productivity standpoint, then, the proposed 3-lot <br /> subdivision would provide a heightened level of possibility in having <br /> the land used for more intensive and sustainable agricultural activity <br /> while addressing the area's overall housing needs. <br /> B. irreversible and Irretrievable Commitment of Resources <br /> As the site has been relatively disturbed in the past, it is not likely that <br /> its development would result in an irreversible commitment of natural <br /> or archaeological resources. There are no known floral or avifaunal <br /> resources on the site that required protection. There are also no <br /> known archaeological or cultural features on the site. <br /> The soil on the parcel has been classified "C" or fair by the Land Study <br /> Bureau, making it conducive for small-scale agricultural activity. That <br /> is evident by the existing use. It is reasoned that the creation of the 3- <br /> lot subdivision should help foster and sustain instead of removing <br /> them from their agricultural use. <br /> C. Mitigative Measures <br /> The Applicants intend to make improvements generally consistent with <br /> the subdivision process. During the construction phase of the project, <br /> contractors will be obligated to comply with appropriate State noise <br /> and air quality standards. <br /> 18 <br />
