3 <br /> i <br /> i <br /> I <br /> E IT RESOLVED BY THE COUNCIL OF THE COUNTY OF A AI`I that it <br /> proclaims its support for Ukraine and its citizens, and denounces Russia's military invasion and <br /> genocide against the Ukrainian people. <br /> E IT FURTHER RES LVE that the Ilawai`i County Council supports Ukraine's <br /> right to be free, independent, and to defend its territorial integrity. <br /> E IT FURTHER RESOLVED that the County Council strongly supports the United <br /> States of America("USA") and the international community in exerting pressure on Russia and <br /> providing Ukraine with political, diplomatic, financial, and defense supports, including: <br /> • Continuation of imposing aggressive sanctions on Russia; <br /> • An embargo on purchasing oil, natural gas, and coal from Russia and Belarus; <br /> • Banning of Russian and Belarusian ships from all Western ports; <br /> • Deployment of financial, medical, and humanitarian assistance to Ukraine; <br /> • Protection of Ukrainian nuclear plants and other critical infrastructure; <br /> • Provision of weapons and military equipment, including an increased supply of anti- <br /> aircraft defense systems and a closure of Ukrainian airspace; <br /> • Closure of USA airspace to Russian commercial and private flights; <br /> • Visas for Ukrainian refugees and their families; <br /> • Visas for conscripted Russians and Belarusians who refuse to fight for Russia, and for <br /> their families; <br /> • Recognition of Russia as a terrorist state; <br /> • Isolation of Russia in the United Nations, and the removal of Russia's veto power; <br /> • Denial of entry into the United States, and denial of the issuance of visas, for Russians in <br /> Vladimir Putin's authoritarian regime, who have participated in the assault against <br /> Ukraine, and/or openly advocated for Russian military aggression against Ukraine; <br /> • Compensation for Ukraine for all war damages suffered as a result of Russian aggression, <br /> to be taken from frozen Russian assets; <br /> • Establishment of a tribunal to punish the crimes of Russian President Vladimir Putin and <br /> his regime. <br /> BE IT FURTHER E SOLVE that the Plawai`i County Council supports all measures <br /> to ensure Ukraine's democratic and economic reforms prevail. <br /> 2 <br />
