INTRODUCTION <br /> Lawrence Palmer, ("applicant") is requesting to rezone a 11,254 square foot parcel of <br /> land identified as TMK: (3) 1-6-002:082 from Single-Family Residential RS-10 to <br /> Commercial Village CV-10 (Figure 1). The subject property is located a short distance <br /> from the Keaau-Pdhoa Road,proximate to several commercial complexes in Keaau. If <br /> approved, the applicant intends to build an appliance and furniture retail store. <br /> II. PROJECT LOCATION <br /> The subject site consists of 11,254 square feet of land and is identified by TMK: (3) 1-6- <br /> 002:082. It is located at 16-540 Laukahi Place, on the north side of Laukahi Place, <br /> approximately 150 feet east of its intersection with Old Volcano Road in Keaau (Figure <br /> 2). The property is approximately 200 feet west of the northern entrance to Keaau Middle <br /> School, sits directly east of the Keaau 7-Eleven and is across the street from the Hawaii <br /> Medical Service Association Administrative building. <br /> III. PROJECT DESCRIPTION <br /> A. Project Concept and Components <br /> The subject site consists of 11,254 square feet and contains a 1,152 square foot single- <br /> family dwelling. The dwelling was constructed in 1990 under Building Permit No. <br /> 900991 and consists of four bedrooms and one and a half bathrooms. <br /> The applicant is the owner of Ross Appliance and Furniture, a retail outlet based out of <br /> Oahu which has been in business since 1975 and already has an established client base in <br /> Hawaii County. As the population of Puna continues to rise and new homes continue to <br /> be built, the residents of Puna have a greater need for home appliances and furniture and <br /> so the applicant wishes to open a new retail outlet in Puna. Thus, he is requesting a <br /> change of zone for the subject property from RS-10 to CV-10 in order to convert the <br /> existing dwelling on the property into a commercial furniture and appliance retail outlet. <br /> The proposed retail outlet will include two show rooms, two bathrooms and a <br /> workshop/storage space (Figure 3). The store will be accessed from Laukahi Place, off of <br /> Old Volcano Road. There will be four(4) parking stalls, one of which will be ADA <br /> compliant(Figure 4). With the exception of some minor alterations to the existing <br /> driveway to accommodate the additional parking, all construction work will be contained <br /> within the original footprint of the existing building. Renovations within the building will <br /> be designed to bring the building to code for commercial occupancy and to realign the <br /> floor plan to accommodate the showrooms. No additional structures are proposed. <br /> The subject parcel is currently served by the Department of Water Supply and the water <br /> demand from the proposed use is expected to be substantially similar to residential use. <br /> 4 <br />
