Managing Growth <br /> Section 3.LI Goals (b)— The quality of life improves and economic opportunity <br /> expands for Puna's residents. <br /> Approval of the requested CV-10 zoning would provide expanded economic <br /> opportunity by allowing the applicant to establish an appliance and furniture store on <br /> the subject property. This establishment would generate local jobs while also <br /> providing short-term employment stemming from the construction work required for <br /> the commercial improvements. Additionally, the request would improve quality of <br /> life for local residents by providing a unique retail outlet to assist in meeting the <br /> needs of the rapidly growing Keaau and Puna community. <br /> Section 3.LI Goals (c) —Services and community facilities are more accessible in <br /> villageltown centers that are distributed throughout the region, including the <br /> underserved subdivisions that have been experiencing higher levels of development <br /> growth. <br /> The subject request is located within the Keaau Regional Town Center and is thus in <br /> an ideal location with regard to accessibility to the region. It is conveniently located <br /> between Hawaii Belt Road and the Keaau Pahoa Bypass Road,providing easy access <br /> from many of Puna's underserved and rapidly growing subdivisions. <br /> Section 3.1.1 Goals (e)—Inappropriate and disproportionate County zoning can be <br /> adjusted in order to maintain and increase the quality of life and to preserve valued <br /> natural and cultural resources in the district. <br /> There is currently a very limited supply of available commercially zoned parcels of a <br /> similar size in the area. The request to rezone the subject parcel would increase <br /> quality of life by providing opportunity to a small business owner, encouraging job <br /> creation and providing the addition of a unique retail outlet in the area. <br /> Section 3.LI Objectives (c) —Enhance the role of existing and new villageltown <br /> centers by allowing expanded commercial zrses,facilitating the development of <br /> harmers markets and community gathering places, opportunities for special needs <br /> housing, and infrastructure to support more compact development from and multi- <br /> modal travel. <br /> The proposed project would enhance the Keaau Regional Town Center through its <br /> expanded commercial use in an area that is already largely surrounded by other <br /> commercial uses. <br /> Section 3.1.3 Actions (b)—Establish the following general classifications and <br /> locations for village and town centers in Puna: 1)Keaau, Pahoa, and Hawaiian <br /> Paradise Park shall serve as Regional Town Centers to provide a wide range of <br /> services ill the Puna dist-Ici... <br /> 13 <br />
