According to the Agricultural Lands of Importance to the State of Hawaii (ALISH) <br /> classification system,the site is unclassified. <br /> As noted earlier, the topography of site is fairly flat and will not restrict the proposed <br /> use of the subject property. <br /> C. Natural Hazards <br /> 1. Drainage <br /> The Federal Emergency Management Agency(FEMA)Flood Insurance Rate map <br /> (FIRM) identifies the project area as Zone"X" (areas outside of the 500-year flood) <br /> (Figure 10). There are no identified existing drainage ways on the site. The applicant has <br /> not observed any significant runoff or erosion in the recent past on the subject site. <br /> 2. Volcanic,Earthquake and Tsunami Hazards <br /> According to the United States Geological Survey maps, the project site is located <br /> within Lava Flow Hazard Zone 3, on a scale of ascending risks with 9 being the lowest <br /> and 1 being the highest. The Building Code designates the entire Island of Hawaii <br /> Earthquake Zone "D" and contains certain structural requirements to address the relative <br /> seismic hazard. All structures would have to comply with this standard. <br /> 3. Tsunami Hazard <br /> As the site is located approximately four(4) miles from the coast and sits at 325 feet <br /> elevation, it is located outside of the Civil Defense's Tsunami Evacuation Zone. <br /> D. Flora/Fauna <br /> Although there was no professional survey of the floral and faunal resources of the site, <br /> the applicant does not believe that rare or endangered floral or faunal resources are likely <br /> to be found on the site. Further, the suburban nature of the surrounding areas would make <br /> it less likely to find endangered animal Life in this area. It would be possible to find the <br /> Island-wide ranging Hawaiian Hawk(`Io), Hawaiian Owl (Paseo), Hawaiian Goose <br /> (Nene), and the Hawaiian Hoary Bat on site, however this is not their main habitat and it <br /> is unlikely that the proposed request would impact endangered animal life. <br /> The vegetation at the parcel is mainly well-maintained grass. There appears to be no <br /> other landscaped or natural vegetation on site. <br /> In addition, introduced bird species such as dove, Japanese White-eye, house finch and <br /> myna are common in the area. Domestic animals such as cats, dogs, goats, chickens and <br /> other animals such as rats and feral pigs are also common and are not considered <br /> endangered. <br /> 19 <br />
