C. Wastewater <br /> There is no County wastewater system serving the property. The existing dwelling is <br /> currently serviced by an existing cesspool which the Applicant intends to convert to a <br /> new Individual Wastewater System meeting the approval of the Department of health if <br /> required. <br /> D. Solid Waste <br /> Solid waste will be handled through commercial haulers or the applicant into authorized <br /> landfill sites. With the requested use as an appliance and furniture retail outlet the <br /> potential for uses with toxic or related chemical waste would be minimal. <br /> E. Other Government Services <br /> As this property is a part of the Keaau Regional Town Center, no extension of <br /> government services would be required. There is a Fire Station, Police Station, and <br /> medical clinic all located within a quarter mile of the subject site. As such, the project <br /> should not result in the extension of any government services. <br /> F. Other Utilities <br /> All other utilities such as telephone and electrical services are available to the site. <br /> Additionally, a gas station is directly adjacent to the site. <br /> VIII. Impact Significance Analysis <br /> A. Relationship Between Local Short-Term Uses of Environment and Maintenance <br /> and Enhancement of Lone-Term Productivity <br /> If the request were denied, the property would remain residential and the use of the <br /> property would be restricted to those uses permitted within residential zoning. The <br /> landowner would not be permitted to operate his business on the property. While the <br /> residential use of this property would serve a purpose, given the location of the property <br /> within the Keaau Regional Town Center, its proximity to other CV-10 zoning, it's partial <br /> Medium Density Urban LUPAG designation and the uses of the other properties on <br /> Laukahi Place, residential use is not the highest and best use of the property nor does it <br /> provide the greatest enhancement of long-term productivity. <br /> B. Irreversible and Irretrievable Commitment of Resources <br /> As the site has been previously developed, it is not likely that the change of use would <br /> result in an irreversible commitment of natural, cultural or archaeological resources. <br /> 24 <br />
