Honorable Maile David, Chairwoman <br /> and Members of the Hawai'i County Council <br /> June 3, 2022 <br /> Page 2 <br /> content of the grant applications relative to their perceived eligibility pursuant to DPR's understanding of <br /> the applicable language of the County Charter, especially those referenced in the preceding paragraph. <br /> The recommendations provided are based on DPR's evaluation/assessment of the grant applications as <br /> well as our understanding of the County's management responsibilities and the best practices <br /> considerations for the corresponding PONC lands. Each application was reviewed independently, and <br /> care taken to ensure that applications were not compared to, or pitted against, one another. <br /> Please accept the following submitted in no particular order: j <br /> 3 <br /> 3 <br /> Organization: Friends of Amy B.H. Greenwell Ethnobotanical Garden (" H ") <br /> POMC Land: (3)8- -013:002, 003, 014; 014:043; and 015:059 [Gardens] Conservation <br /> Easement& Public Access; Acquired 2019 <br /> Amount Requested: $191,609 (Total Project Cost: $279,326) <br /> s3 <br /> FABHGEG's proposal, as we understand it, consists of the following objectives: <br /> 1. Plant preservation, restoration, mapping and maintenance at parcels 013:002, 013:003, and <br /> 013:013. <br /> 2. Restoration of various buildings at parcels 013:002, 013:003, and 013:014to include <br /> driveway/access improvements, conversion of existing cesspool to an approved IWS, <br /> conversion of Amy Greenwell's former home to an education and caretaker's facility, and <br /> tenting treatment of all facilities for termites. i <br /> 3. Provision of COVID-19 PPE, cleaning supplies and monthly contracted cleaning services for <br /> uses associated with parcels 013:002, 013:003, and 013:014; funding of general liability <br /> policy premiums and contracted accounting/bookkeeping services for FABHGEG for all 5 <br /> parcels. <br /> 4. Fencing at parcels 013:002, 013:003 and 014:043 for various purposes that include, but are I <br /> not limited to demarcation of property lines, public safety, trespass prevention, establishing i <br /> varying levels of access at certain areas, and feral pig control/exclusion. <br /> Review of FABHGEG's objectives, as presented in its business plan, project description and budget <br /> details informed the following assessments: <br /> 1. Objective#1 appears to qualify under criteria (3), (4) and (16). <br /> 2. Objective#2 appears to qualify under criteria (1), (6), (10) and (12). <br /> 3 <br /> 3. Objective#3 does not appear to qualify under any of the prescriptive criteria with the exception of <br /> the contracted monthly janitorial services that would qualify under criterion (10). <br /> The purchase of masks and gloves, cleaning supplies and hand sanitizer are not directly related <br /> to the maintenance and preservation of the lands or easements as required by the Charter or <br /> County Code. <br /> 4. Objective#4 appears to qualify under criteria (1), (2), (3) and (8). <br /> Given the above, it is my recommendation that the Friends of Amy B. H.
