Honorable Maile David, Chairwoman and Members of the Hawaii County Council June 3, 2022 Page 3 Organization: Ho`o ales a'Q ("H ") POC Land: (3)9-5-012:005 [Kana ` lohia] Acquired ,2016 Amount Requested: $16,150.00 (Total Project Cost: $34,579.76) HK's proposal, as we understand it, consists of the following objectives: 1. Mow and maintain pasture grass on a regular basis throughout the year. Expand pasture grass (up to entirety of 10-acre playing field area) under maintenance, as resources allow. 2. Coordinate community stewardship programs and grounds maintenance to clear loose rocks and remove former ranching materials left behind trim fence lines and maintain cultural practice areas, eradicate Christmas berry bushes and other invasive and undesirable vegetation. 3. Facilitate opportunities for education and community partnerships (PONC funds not requested) by partnering with local school groups and supporting virtual learning when project based learning is not possible. 4. Prepare the lands for cultural uses and annual Makahiki events by implementing a landscaping plan using native Hawaiian species coupled with other tasks (that specifically will not utilize PONC funds). Review of HK's objectives, as presented in its business plan, project description and budget details informed the following assessments: 1. Objectives#1 and#2 appear to qualify under criteria (1), (2), (3) and (4). 2. Objective#3 specifically excludes PONC maintenance funding request. 3. Objective#4 includes various specific scopes, most of which specifically exclude PONC maintenance funding. The portion that does not specifically exclude POMC funding appears to qualify under criteria (3) and (4). Given the above, it is our recommendation that Ho`omalu Ka`u will be able to complete its project in accordance with the project description submitted and in strict adherence to the conditions governing the PONC maintenance fund.
