r, <br /> COWNTY OF HAWAIIISTATE OF G <br /> ,TE•Of.NP,� <br /> SOLUTION NO. 449 22 <br /> A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL <br /> SOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT T <br /> FRIENDS OF AMY B.H. GREENWELL ETHNOBOTANICAL GARDEN. <br /> WHEREAS, Section 10-16 of the Hawaii County Charter establishes a Public Access, <br /> Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter"Maintenance <br /> Fund") "to preserve the land,promote public safety, and maintain a healthy stewardship"; and <br /> WHEREAS, Section 10-16(h) of the Charter provides that the Maintenance Fund may be <br /> used for a stewardship grant program, which allows 501(c)3 nonprofit organizations to apply for <br /> grant-in-aid project funding; and <br /> WHEREAS, Friends of the Amy B. H. Greenwell Ethnobotanical Garden is a 501(c)3 <br /> nonprofit organization whose mission is to support Hawaiian cultural traditions of land use and <br /> plants and conserving the plant resources of traditional Hawaiian cultural activities as well as to <br /> ensure the continuance of this national treasure as an ethnobotanical garden; and <br /> WHEREAS, Friends of Amy B.H. Greenwell Ethnobotanical Garden submitted a <br /> Maintenance Fund stewardship grant application to continue providing land stewardship and <br /> cultural education for the properties situated in Kealakekua, District of South Kona(TMK: (3) <br /> 8-2-013:002, 003, 014; 014:043 and 015:059), which were acquired via the Public Access, Open <br /> Space, and Natural Resources Preservation Fund after adoption of Resolution No. 155-19; and <br /> WHEREAS, during its September 13, 2021, meeting and pursuant to section 2-217 of <br /> the Hawaii County Code 1983 (2016 Edition, as amended),the Public Access, Open Space, and <br /> Natural Resources Preservation Commission forwarded a positive recommendation of the <br /> projects applied for by Friends of Amy B.H. Greenwell Ethnobotanical Garden to the Director of <br /> Parks and Recreation; and <br /> WHEREAS, Communication No. 844, issued by the Director of the Department of Parks <br /> and Recreation on June 3, 2022, submitted for the Council's consideration nine applicants for <br /> stewardship grants for various properties that have been acquired by the County using the Public <br /> Access, Open Space, and Natural Resources Preservation Fund; and <br /> WHEREAS, the Director of the Department of Parks and Recreation in Communication <br /> No. 844 recommends that Friends of Amy B.H. Greenwell Ethnobotanical Garden will be able to <br /> complete its project in accordance with the project description submitted and in strict adherence <br /> to the conditions governing the Public Access, Open Space, and Natural Resources Preservation <br /> Maintenance Fund; and <br /> WHEREAS,the Council finds that awarding a stewardship grant to Friends of Amy B.H. <br /> Greenwell Ethnobotanical Garden will allow it to continue its ongoing plant preservation, <br /> restoration, mapping and maintenance as well as restoration of various buildings which will <br /> include driveway improvements, conversion of cesspool to septic system, conversion of <br /> Greenwell's former home to an education and caretaker's facility, tenting of all facilities for <br />
