BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): i Pursuant to Hawaii Revised Statutes §46-7, the County may enter into agreements with "any public body" with the consent of Council. R&D is requesting that Council approve a resolution authorizing R&D to enter into an inter-government agreement with the State of Hawaii Department of Health, a public body, for the purposes of funding its program, "2022 Hawaii County Food Access Summit and 2023 Hawaii County Food Access Summit", pursuant to HCC 2-139(3)(c). The Hawaii County Food Access Summits will bring together stakeholders from different sectors in the food system including: Hawaii County residents, food system leaders, ranchers, famers, agricultural industry support organizations, educators and students, politicians, and cultural practitioners. The summit will build collaborative capacity, collect data for network mapping and food system study, showcase successful projects, and continue the momentum created by the 2018 -2021 Food Summits towards buidling a more equitable, inclusive, sustainable, resilient food and agriculture system for Hawaii. The project will support the development of future Supplemental Nutrition Assistance Program - Education (SNAP-Ed) plans.
