REQUEST: <br /> Please prepare a resolution to accept a donation of up to eight (8) buses from City and County of Honolulu to <br /> use in Hele-On bus service for up to a two (2) year period. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED : <br /> The City and County of Honolulu, Department of Transportation Services has 8, 2000 &2002 40-foot Gillig <br /> Phantom buses that can be used in immediate service on Hele-On fixed routes to continue the <br /> implementation of the Transit and Multi-Modal Transportation Master Plan of which 55 buses are required. <br /> The present Hele-On fleet totals 55, of which 30 are in service. Of the eight (8) donated buses, the Mass <br /> Transit Agency intends to dispose of eight (8) of its worst performing buses. This donation will allow for the <br /> County to standardize its fleet with the Gillig Phantom. The entire fleet of buses (1995-2010) are expected <br /> to be retired by 2024 as the new fleet of the future will be in-place. The County mechanics went to inspect <br /> these buses and picked the best of eight (8) buses that could go into service immediately. <br /> As part of the fleet replacement plan (attached), additional invitation for bids will be opened for at least 26 buses <br /> for delivery between fall of 2023 and spring of 2024 and a request for proposals for 10 battery electric buses would <br /> be delivered in Summer of 2024. Staff is also intending on releasing a invitation for bids for used electric buses <br /> and chargers that are available in Hawai'i that could be used in Hilo and the Puna District as well. Two (2) <br /> hydrogen buses are due to arrive in winter 2022 for Kailua-Kona service. <br /> It is anticipated by obtaining these buses from Honolulu will allow for all routes in east Hawai'i as well as the Hilo <br /> and South Kohala Resorts routes to be operated with County owned buses with spares necessary to meet <br /> service demands as the maintenance staff continue to refurbish and rebuild buses pending delivery of the <br /> new buses. Anticipated shipping costs of these buses will be $40,000 paid by Hawai'i County. Estimated <br /> value is $8,000 for all eight(8) buses. <br /> SIGNED: DATE: 7/27/2022 <br /> Department Head <br />
