BHagen-Cowe1ISLUREZ.05.26.2022 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> AMY HAGEN-COWELL TRUST <br /> STATE LAND USE DISTRICT BOUNDARY AMENDMENT APPLICATION <br /> (PL-SLU-2022-000004) <br /> CHANGE OF ZONE APPLICATION (PL-REZ-2022-000019) <br /> AMY HAGEN-COWELL TRUST has submitted applications for a State Land Use Boundary <br /> Amendment from Agricultural to Urban for 6.875 acres of land and a Change of Zone from an <br /> Agricultural-1 acre (A-1a) zoning district to a Single-Family Residential 10,000 square feet <br /> (RS-10) zoning district for 6.875 acres of land. The subject property is located on the east <br /> (mauka) side of the Hawai`i Belt Road (Highway 11) at its intersection with Ali`i Drive and <br /> Napo`opo`o Road, Ka`awaloa(Mauka), South Kona, Hawaii, TMK: (3) 8-1-008:004. <br /> PROPOSED ACTION <br /> 1. Applicants' Requests: 1) A State Land Use Boundary Amendment from Agricultural to <br /> Urban for 6.875 acres of land; and 2) a Change of Zone from an Agricultural-1 acre <br /> (A-1a) zoning district to a Single-Family Residential-10,000 square feet (RS-10) zoning <br /> district for 6.875 acres of land. The RS-10 zoning district with a minimum lot size of <br /> 10,000 square feet, would allow a maximum density of 29 lots. The Single-Family <br /> Residential zoning district provides for lower or low and medium density residential use, <br /> for urban and suburban family life. Requirements for establishing a land use in the RS <br /> district, including a list of the variety of permitted uses, are shown in Section 25-5-1 to <br /> 25-5-8 of the Zoning Code. (Planning Department Exhibit 1 - Zoning Code <br /> Requirements for Single-Family Residential Districts) <br /> Proposed Development: If the requested land use entitlement changes are approved, the <br /> applicant proposes to subdivide the property into a total of 15 lots, with a minimum lot <br /> size of 14,000 square feet each. The applicant is also proposing to construct a new <br /> County dedicable standard road to service the proposed subdivision from Hawai`i Belt <br /> Road (Mamalahoa Highway) to the north(mauka) of the intersection with Alii Drive. <br /> Additonally, the applicant proposes to construct a 12-foot-wide, paved outbound access <br /> easement within a 20-foot-wide easement to access the Hawai`i Belt Road from the <br /> -1- <br />
