This residential project is intended to address the housing needs of <br /> the community. As such, while it is not necessarily growth <br /> inducing, it will have school-aged occupants. In that regard, it is <br /> noted that the site is proximate to the Konawaena School Complex. <br /> There is a major County recreation center at Captain Cook as well <br /> as a park at Pu'uloa. <br /> Given the project location, no extension of government services <br /> would be required. Further, the existing facilities should be <br /> sufficient to accommodate the demand expected from this project <br /> F. Other Utilities <br /> All other utilities such as telephone and electrical services are <br /> available to the site. <br /> VIII. IMPACT SIGNIFICANCE ANALYSIS <br /> A. Relationship Between Local Short-Term Uses of Environment <br /> and Maintenance and Enhancement of Long-Term Productivity <br /> The-short-term use of the site would probably be the same as the <br /> current use, which is a property vegetated with introduced plant <br /> species. This will continue until the full improvements are made, <br /> which will hopefully be before the middle to ending part of next <br /> year. <br /> This project should not result in any significantly adverse short or <br /> long-term impacts that cannot be properly mitigated. There will be <br /> direct and indirect economic benefits resulting from the construction <br /> and implementation of this project. There will be construction jobs <br /> created in the short-term. By providing additional house lots in the <br /> area, this project will have an indirect long-term benefit to the <br /> island's economy. Relatedly, the project will generate increased <br /> tax revenues that can supplement the State and County's fiscal <br /> resources. <br /> This project will provide market house lots in an area that would be <br /> proximate to places of employment and shopping. The required <br /> phycal infrastructure wfll he implemented by the applicant to <br /> mitigate potential impacts of this project. <br /> B.
